Hope Water & Light held a groundbreaking ceremony Tuesday (7-17) at the Graves-Foster Water Treatment Plant in Fulton. The utility is working on repairing their “clearwell” and constructing an additional one as well. The utility is also making additions and updates to the plant to meet new Health Department Standards. The $11 million dollar project is expected to be completed in late 2019. The Graves-Foster plant was completed in 1982 and has a capacity far greater than the needs of Hope alone. In recent years the plant has begun providing wholesale water to several rural water systems. The excess capacity at the plant means that should Hope have the opportunity to attract an industrial customer that needs lots of water, Hope will be able far more water capacity than most towns in Southwest Arkansas.
