Mr. Haynes was arrested and charged with theft of property. The original incident occurred on May 17^th, 2018 in the 2400 block of N. Hervey St. (Wal-Mart) at 0955 hours. Mr. Haynes was also served with a failure to comply and a foreign warrant.
