Hope Police Department Announces Awards

We are very proud to announce that Communications Operator Keith Powell has been named our 2020 Employee of the Year.
Keith has worked for the Hope Police Department for 2 years as a communications operator.
Sergeant Ghormley speaks highly of Mr. Powell saying, “He is always very caring to the people he talks to and you can tell he is sincere. Keith is an excellent dispatcher and an asset to the police department. I know us night shift officers are glad to have such a good dispatcher on the other end of the radio who gets as much information to help us out, who cares about the safety of us all.”
Keith is married to Sondra Powell and they have two beautiful children together.

We are very proud to announce that Detective Todd Lauterbach has been named our 2020 Officer of the Year.
Detective Todd Lauterbach began his employment with the City of Hope on June 28, 2005. He graduated the Arkansas Law Enforcement Training Academy in September of that same year. Over his 15 year career, he has distinguished himself as an exceptional employee. After serving in our Patrol Division for 4 years, he entered the Criminal Investigative Division where he has served for the past 11 years. He is cross trained to conduct numerous types of investigations, but primarily works cases involving Crimes against Persons. Todd is currently the HPD Technical Expert in covert surveillance and manages HPD’s Sex Offender Registry and Domestic Violence Programs.
Over the years Todd has attended numerous trainings and obtained advanced certifications. Some of these include: certified Crime Scene Technician; Firearms Instructor; TASER Instructor; Glock and AR-15/M-16 Armorer; SRT Operator and Team Leader with hostage rescue advanced tactics training, high risk warrant service training, breaching and chemical munitions /distraction device training; Voice Stress Analysis Examiner; Narcotics Officer; de-escalation tactics; Autism Spectrum Disorders; mental health first aid; and Homeland Security Liaison.
Todd obtains approximately 40 hours of constitutional/legal training per year as required by HPD. He holds a Senior Law Enforcement certificate in the state of Arkansas. Todd holds the following awards: five year safe driving; FTO bar; 15 year service pin and Officer of the year award Todd is recognized by his peers as a leader and expert in his field. Chief JR Wilson stated, “After 15 years of Service, Todd has received several commendations from sources both within and outside of the department. He has not received a single disciplinary action. Todd is one in a million. Always calm, cool and collected; always willing to help; always professional; and he always adds cognitive value to the analysis of any situation. Todd’s a thinker, a man of faith and great character. I hold Todd in the highest of esteem. He serves at the highest level bringing great honor and distinction to himself and the Hope Police Department.”
Todd is married to Casey Lauterbach and they have three beautiful children together.
