Mr. Penny Dougan, Age 80, of Blevins, Arkansas passed away Sunday, December 6, 2020 in Nashville, Arkansas. Penny was born March 21, 1940 to Oscar Lee and Cecil Beatrice Otwell Dougan. He was a retired general laborer that enjoyed his peace and quiet and doing his puzzle books. He is preceded in death by his parents; sister Susie Dougan; and two brothers Charles Dougan and Ronnie Dougan.

He is survived by his wife of 63 years, Joy Dougan of Blevins, AR; Two daughters Pam Dempsey of Locust Grove, AR, Terri Dougan of Prescott, AR; Three sons Victor Dougan of Blevins, AR, Greg Dougan, wife Colbey of Boughton, AR, Tracy Dougan, wife Myra of Dallas, TX; Ten grandchildren; Fourteen great-grandchildren; Sister Anita Foster, husband Paul of Sutton, AR; Five brothers: Archie Dougan, wife Marilyn of Traskwood, AR, Richard Dougan, wife Carolyn of El Dorado, AR, Johnnie Dougan, wife Pam of Prescott, AR, Donnie Dougan of Cale, AR, Tim Dougan, wife Jan of Texarkana, AR, and a host of other family and friends.
