Hope Board of Directors Approves Budget, Discusses Wastewater Issues, and Delays Pickleball Court Plans

HOPE, Ark. — The Hope Board of Directors met Tuesday evening (12-2) at City Hall for its regular session, with Mayor Don Still presiding. Director Dr. Linda Clark delivered the invocation, and Director Mark Ross led the Pledge of Allegiance. A prayer request for Vice-Mayor Kiffinea Tally, who was absent but expected to return soon was noted.
The board quickly approved the minutes from its November 18th meeting before moving on to infrastructure concerns. Engineer Glen Spears and Wastewater Superintendent Scott Ross reported on efforts to resolve inflow and infiltration problems related to manhole W-90. Corrective measures and monitoring plans were discussed to address the sewer line issues.
Directors unanimously approved an ordinance regarding Avalon at Hope after reviewing maps and supporting documents. City staff also provided updates on nuisance enforcement, noting several properties in disrepair that required board action and enforcement in the near future.
A key item on the agenda was the approval of the city’s 2026 budget. Officials emphasized that supporting city employees—especially in the fire and police departments—was a top priority in budget planning. In accordance with new state legislation, the board approved a 50/50 cost-sharing agreement with Hempstead County for local court costs and filing fees. Statements of Qualifications were reviewed, and Willtech was chosen for related services.
City Manager JR Wilson updated the board on ongoing projects. Plans for the pickleball courts were postponed, allowing negotiations for a more affordable bid. The city secured a pre-position contract for disaster debris removal, which will be discussed at the next meeting. Updates also covered the recreation center’s attendance figures and expenses, as well as progress on the fire department property, which remains on schedule for completion.
The meeting adjourned following an executive session, during which no decision was made. With no public comments offered, the board concluded the session.
