Hope City Board Wraps Up 2025 with Progress and New Beginnings

HOPE, Ark. – Mayor Don Still called the final 2025 meeting of the City of Hope Board of Directors to order Tuesday evening (12-16) setting a tone of reflection and optimism as the year draws to a close.
The meeting opened with an Invocation by Director Dr. Linda Clark, followed by Director Mark Ross leading the Pledge of Allegiance. Minutes from the previous meeting were quickly approved, paving the way for a full agenda. In a moment that highlighted the best of community service,
HPD Cpl. Justin Dean shared a remarkable pre-Thanksgiving story of teamwork and perseverance. Dean recounted a recent cardiac emergency where a victim, initially unconscious and unresponsive, was successfully resuscitated and returned home in time for Thanksgiving. The coordinated efforts of multiple departments—including police, fire, and Pafford EMS—were praised, with special mention of a rookie officer on his first day. City Manager JR Wilson commended the collaboration, noting that positive stories like these deserve the spotlight, especially during the holiday season.
Wilson also addressed the much-anticipated tennis and pickleball courts, recommending that the project be tabled for further review due to high projected costs. The Board agreed to a “wait and see” approach, exploring phased construction and cost-effective alternatives in the new year.
Representatives Johnathan and Fernando Zecharias of El Agaves Mexican Restaurant appeared before the Board seeking approval for a private club permit to serve alcohol with meals. The request was granted, with Johnathan noting that drink selections could be available by late January 2026—adding a festive touch to the local dining establishment.
The meeting carried a bittersweet note as Director Steve Montgomery’s retirement after 17 years of service. His departure, effective December 31, was met with a standing ovation and heartfelt congratulations. Montgomery expressed gratitude to fellow directors, city employees, and the community for their support throughout his tenure. After an executive session, the Board named Gary Johnson as Montgomery’s interim replacement.
Before adjourning, Director Mark Ross made a motion that full-time city employees receive a $1,250 end-of-year bonus, a gesture of appreciation for their hard work. The motion passed unanimously, adding a generous note to the holiday season. With no further business, Mayor Still adjourned the meeting, extending warm holiday wishes: “Merry Christmas and Happy New Year 2026 to everyone!” The sentiment echoed through the room and hallway, closing the year on a note of unity and hope for now and the future.
