Fulton Town Council

The Fulton Town Council met for their first meeting of 2026 on Monday (1-5). The meeting kicked off with a review the minutes. There was a correction pointed out, about the ladder truck being out of service. The minutes were corrected to note the pumper truck is out of served. James Lamb made a motion to accept the corrected minutes. John Pettit seconded the motion.
Mayor Henry Hale presented the water financials to the board. James Lamb asked why they hired Hope Water and Light. Mayor Hale said a gasket for a fire hydrant was broken and the mayor hired Hope Water and Light to fix it. There was a clamp that was also bought to fix another leak on the main water line. John Pettit moved the council accept the water report and Wanda Koontz offered a second. The motion passed.
Francis Hendrix, the recorder/treasurer presented the financial statement. The general fund has $7,586.88. The park fund is $1,881.16 and the street fund is $44,522.78. There was a motion by James Lamb and a second by John Pettit to accept the financial statement. The motion passed.
John Pettit presented the fire department report. The fundraiser brought in $3,899.22. In the month of December, there were 5 calls. There 78 calls in total for 2025. The pumper and tanker trucks are running fine according to Pettit. The ladder on the ladder truck will not pass inspection, so there will be a fire department meeting to discuss options. A recent CPR class got the firefighters up to date on their training. The cost for the CPR training is $300. There was a motion made by James Lamb and with a second by Wanda Koontz to accept the report and it was approved by the council.
Mayor Hale said he didn’t want to sign a contract Water Superintendent, Mark Robert had previously given the city. Mayor Hale is going to draw up an ordinance concerning employees of Fulton using their own companies to deal with duties for the town. The council will vote on it next meeting. Melissa Oller made a motion to allow the mayor to have such an ordinance drawn up. John Pettit seconded the motion and it was approved.
Francis Hendrix thanked everyone participating in the Christmas Dinner in December.
Mayor Hale gave an update on the water/sewer audit. There was a mistake in the numbers found and it was tabled until the next meeting.
The floor was opened up to the public. There was and discussion between a citizen, Jason Oller, and the council. Melissa Oller gave a statement about how the city has failed its citizens and left shortly afterwards. Wanda Koontz asked a question about how the bills were being paid. Mayor Hale answered the question. The meeting then adjourned.
