Hope School Board
The Hope School Board met in a hybrid meeting that included both board members in the school administration building and via Zoom.
Following a question on the minutes, the board approved the financial report. Superintendent Dr. Bobby Hart noted the district is in better shape this year and a year ago.
Board member Bubba Powers asked to return to a vote that was discussed during the minutes. It was recommended that be discussed in closed session because it dealt with the hiring of a softball coach.
During the Superintendents Report, Dr. Bobby Hart noted 46% of the district’s students have opted for virtual option on classes. He noted that with the number pursuing the virtual option, social distancing shouldn’t be a problem. Dr. Hart also outlined a policy allowing two weeks of paid leave for those who contract COVID or are affected by the disease. This policy will last through the end of 2020. Dr. Hart also gave details on football, band and choral music. He noted the band will have masks with openings for their instrument mouthpieces. Dr. Hart said the band director is unsure how that will work but will pursue using those masks. Dr. Hart also noted seniors only have to take the classes they need to graduate. Also Dr. Hart said Hope Water and Light will meet and vote on August 26th on some proposed regulation changes that will affect the district’s efforts concerning possible switching to solar.
Jason Holzclaw of Stephens Inc. told the board of a refinancing of a district bond issue. The bond sale means the district will go on these bonds from paying just over 3.5% to 1.63%. This will save the district $1.2 million over the life of the bonds. The board approved the resolution approving the bond sale.
The board voted to raise the substitute pay rate from $75 per day to $82.50 per day. This has to do with the upcoming increase in minimum wage.
The board looked at allowing teachers to purchase their old computer devices. The cost will be $125. Those not purchased will go towards a group of back-up devices. The motion passed.
The board looked at the district’s “COVID point of contact” person and their compensation. This person will be on call 24/7. The stipend will be $2,000 per year. Dr. Hart suggested the school-based health clinic director serve in this capacity. The stipend was approved.
The board looked at the re-entry plan to begin school on August 24th. Dr. Hart lauded the team that put it together. Board member Bubba Powers lauded the district’s efforts. Powers asked if the state has a “tipping point” on the number of COVID cases for “backing up”. Dr. Hart explained the state is focused more on impact than numbers. Gretchen Carlton of the School Based Health Clinic also offered comments on how her facility will offer COVID tests. Maurice Henry also addressed disinfecting district facilities. The re-entry plan was approved by the board.
The board approved a tuition agreement with Nevada for A.L.E. Personnel matters closed out the meeting.
