The Hope Advertising & Tourist Promotion Commission Reviews Infrastructure Needs and Community Plans at October Meeting

The Hope Advertising and Tourist Promotion Commission held its regular October meeting on Tuesday, October 14th, at Hope City Hall. The session opened with a review of the September minutes, revenue, and expenses, continuing the commission’s commitment to fiscal transparency and oversight.

One of the key agenda items was an update on business permits and payments. Several businesses had previously been notified of overdue payments, and the commission discussed the next steps, including the potential issuance of cease-and-desist letters if payments are not received within the designated timeframe.

Attention then turned to the roof at the Cairo Fulton Depot, which houses the Southwest Arkansas Arts Council. The building has suffered damage, including multiple leaks and mold growth. Barton Roofing and Construction submitted two estimates for the commission’s consideration. The first, totaling $64,138, would restore the original wood shake shingles. The second, a more economical option at $18,000, would replace the roof with architectural shingles. The commission weighed the historical value of the original materials against the cost and practicality of the alternative, and chose the alternative materials, yet wanted to preserve the historical look.

Under miscellaneous, the commission began forming its annual budget committee in preparation for the November meeting. Traditionally, this committee includes Chair Sharon Caldwell, Mayor Don Still, and Director Steve Montgomery; the decision was to continue the tradition.

Maintenance concerns were also raised regarding missing breakers in electrical panels following the fair. The commission discussed whether to repair the damage again next year or invoice the fair board for the replacements. It was decided to place the responsibility on the fair board.

The Veterans Memorial Committee held its first meeting recently and expressed strong support for incorporating an eternal flame into the design. The next meeting is scheduled for October 30 at 11:00 a.m. at the Fair Park Community Center.

Additionally, progress has been made on the Amtrak platform repairs. After submitting a flagging request to Union Pacific, a third-party contractor was suggested for the city, and maintenance dates are currently being coordinated.

Looking ahead to community events, the commission confirmed that Trunk or Treat will take place downtown on October 25 at 6:00 p.m. Preparations are also underway for the Christmas Open House on November 20, which will feature the opening of the seasonal ice rink. Staffing needs for the rink will be addressed in the coming weeks. And community volunteers are encouraged.

The meeting reflected the commission’s ongoing efforts to maintain city infrastructure, support cultural institutions, and foster community engagement through seasonal events and long-term planning.
