Prescott City Council Meeting Brings Joy, Safety, and a Look Ahead to 2026

Prescott, Ark. — The Prescott City Council met on December 15, 2025, for its final gathering of the year, led by Mayor Terry Oliver. Council Member Tony Gilliard delivered an invocation, followed by the Pledge of Allegiance. The council approved the minutes of the November meeting with one correction/addition before moving on to departmental reports.
Police officials highlighted the urgent need for new radios, citing safety concerns. The council unanimously approved the purchase, with delivery expected either this week or shortly after Christmas. The department also reported success with its recent soup fundraiser, which raised nearly $600 to buy gifts for about 15 local children.
November financial statements were approved, including funds for the new police radios. The council also reviewed bids for replacing the water main at Industrial Water Park. Project engineer Kiron Browning, P.E., recommended the lowest bid from Premier Facilities Group, which the council accepted.
The proposed 2026 budget was discussed, with Mayor Oliver praised for his efforts in managing the city’s finances. While a surplus was noted, members emphasized the need to prepare for unexpected expenses.
The final budget audit information was given to members and is scheduled for review during the January 2026 meeting.
Resident Patricia Grimes addressed recent notices about trash pickup and receptacle placement. The council assured her that each issue would be reviewed and resolved, and that she was well within the acceptable limits of the notice’s intent.
In closing, it was announced that Council Member Phyllis Hicks will resign from the council, effective December 31, 2025, as she plans to move out of her ward. Fellow members expressed appreciation for her service, and Hicks tearfully thanked the council and community. The meeting adjourned with holiday wishes, including a hearty “Merry Christmas” from Council Member Howard Austin.
