A native of Gurdon, she received her law degree at the University of Arkansas at Fayetteville and is also a graduate of Ouachita Baptist University in Arkadelphia. After having served as a deputy prosecutor in two other districts and in this district for a year and a half, she was appointed District 38 Judge for Hempstead and Nevada Counties to fill the remaining portion of the term of retired Judge Tony Yocom. Judge Harper invited questions and gave lively and entertaining answers to a number of them from the Civitans.
