Fulton Town Council

The Fulton Town Council met on Monday (5-4).  All council members were present.  The meeting came to order at 6:30pm.  After the prayer and roll call, the previous meeting’s minutes were read.  There was a correction that was pointed out by James Lambert concerning a spelling correction.  The spelling error was fixed. James Lamb made a vote to accept the minutes.  John Pettit seconded the motion and it passed.

The Council discussed plans to put a basketball court in Fulton.   The concrete should cost between $166 and $171 per cubic yard.  The city plans to use Smith Ready Mix for the concrete.  The Council also discussed removing the old playground equipment from the city park but instead decided to look in to updating the playground equipment.
Melissa Oller asked for receipts from city purchases which Mayor Henry Hale III provided.  Wanda Kootnz asked how often they should be cleaning the Fulton Community Building.  Discussion ensured.  Mayor Hale noted there are cobwebs and dust that need to be cleaned up.  The Council approved this report and also discussed the wording used for such reports.
The financial statement was given by Francis Hendrix.  She noted the park fund has $1,88.93.  The street fund has $48,791.90 and the general fund has $7,705.71.  The Council discussed expenditures from the town’s share of sales & use taxes.  Melissa Oller asked Francis Hendrix for the receipts.  Mrs. Hendrix said she didn’t have them with her, but she had the bank statements.  Hendrix gave Oller the bank statements.  The Council approved the financial report after a motion from John Pettit.
Mary Hendrix has submitted her resignation due to health reasons.  The resignation was approved.
The new water manager, Freddie Morrison was present to tell the board how to read the water meters, as there was some confusion about that.  Mayor Hale said the water charge $16.50 and sewer is $16.50.   Melissa Oller said there was a crack in a water container casing.  Oller asked the mayor how many terms he’d been mayor.  He said 3 or 4 terms.  Melissa Oller said asked how long he knew about the water casing crack. A citizen, Darryl Thomas, asked how the water can be shut off in case of a problem.  The water manager said to contact Mayor Hale.  The citizen asked if Mayor Hale was not available, to which John Pettit said that people could call him.  Mr. Morrison opened the floor for questions.  Rita Lamb asked how to tell if there was a leak.  Mr. Morrison said that there will be a red light if there is a leak.
Sylvia Brown about the Native American burial grounds, asking if there was any action on their protection.  Following this discussion, the meeting adjourned.
