
The Blevins City Council meeting was called to order by the mayor on June 2nd at 7:00 PM. Board members present were: Barbara Patterson, Jon Howell and Eric Smith. Councilman Cassidy and Torres were absent. Lisa Arbour the Recorder/Treasurer was present.
An opening prayer was offered by Barbara Patterson. Condolences were extended by the mayor on the recent passing of treasurer’s brother Jimmy Brophy. The previous meeting minutes were read by the treasurer and accepted. The financial report was presented and discussed at length, clarifying various expenses and approved. There was no water adjustment.
Old and continuing business: The Sewer Facility Rehab project is in progress. There will be a meeting with OWN Engineering, the mayor, water operator and the treasurer at City Hall on June 11th at 10:30 am to discussing the next steps of the project.
The mayor and water operator have been conducting audits of the water meters and verifying locked out meters. There was additional discussion of the lock out process and procedures. There are many policies and procedures that the city has but are not documented. We will begin the process of putting the policies in writing to provide clarity and consistency. Other water system issues revolved around water bill mailing problems. Several customers are not receiving their water bills and it varies from month to month. The mayor will be following up, again, with the USPS on this chronic problem.
There were bids presented by Kenny Hill, the water operator, for fence repair at the Stevens Well and a door replacement at the Nest Fresh Well chlorine room. Two bids for each were discussed and voted on and, one each was approved by the council to move forward with the repairs.
The city was found to be in compliance with Act 605 per the USDA audit for the water system.
There were other discussions of sewer right of way maintenance items, including a small bridge that will need some hot mix asphalt but there was no final determination as to the process to execute the repair at this time.
Other discussions involved mowing some areas of the city and Bruce Graham has graciously volunteered to mow a few selected areas. The mayor reminded the council members of the election filing requirements that are coming up soon. He will gather the required forms and get clarification on a couple items regarding the process.
The meeting was adjourned. The next regular scheduled meeting will be on July 7th at 7:00 pm in Blevins City Hall.
