BLEVINS – The Blevins City Council meeting was called to order by the mayor on September 1st at 7:00 PM. Board members present, Barbara Patterson, Jon Howell, and Eric Smith, Bruce Graham and Kimberly Torres. An opening prayer was offered by Barbara Patterson. Condolences to the Bonner Family were extended due to the recent passing of Ms Jeanine Bonner.
The previous meeting minutes for August were read by the recorder/treasurer and accepted. The financial report was presented and briefly discussed, clarifying the format showing the 6 month and year to date totals, and approved. There were no water adjustments.
Old business discussed were the sewer remediation project and the schedule of events that will be upcoming. An environmental impact study will be one of the next steps with a public discussion scheduled for late October. When the report has been finalized a 30-day notice will be given for the public meeting. OWN Engineering is heading up this project and has also been helpful with the SAM.gov requirements as well as beginning the process of a grant for new water meters with remote reading capabilities.
Research is continuing on the properties that the City of Blevins owns and determining the ownership of the “Stephens Well” property is ongoing. The property at 203 College Street is owned by the City and discussions will be held with Steve Burkes for partial use of this as a driveway for the new Hornet Hut drive through. Details to be presented for the council’s approval at a future meeting.
Certificates of Insurance for contractors working for the city were discussed. Two were approved with some minor clarifications needed.
The council approved a quote for some minor repairs for the water system.
The city meter reader, Jim Jordan is an employee of the city and thus covered by the city insurance and Workmens Comp, clearing up any confusion from last month’s meeting. The council discussed the role of the water service connection and disconnection person. It was unanimously decided by council vote to appoint Jim Jordan for this role due to the insurance requirements. He will perform this service as part of his city employee duties.
On-line water payment options are still being evaluated as an alternative method of paying water bills. There is cost associated with these options as well as municipal regulatory requirements that need to be considered.
