HOPE – The Hope City Board dealt the with several ordinances at their regular meeting Tuesday night (9/15.) An ordinance transferring the City’s half interest in the hospital was read by City Attorney Randy Wright and adopted by the board with an emergency clause. The City and County will retain co-ownership of an office and related property on West 16 Street.
The City Board had agreed earlier this year to the transfer contingent on the results of a June special election for a countywide sales tax dedicated to maintenance, repairs and operations of the facility. The tax passed. If the property ever ceases to be used for the full-time operation of a general hospital, the City’s share would revert back.
Ms. Bonnie Raff made a presentation regarding United States Constitution Week. Mayor Still will read the proclamation. September 17, 2026, marks the two hundred and thirty-ninth anniversary of the framing of the Constitution of the United States of America by the Constitutional Convention.
Board members adopted a proposed ordinance entitled Firemen’s Pension Millage. It was unchanged from 1 mill in 2025. The City is required by State Law to re-establish the rates each year. The Quorum Court upon receipt of the ordinance, will formally establish the rates for all taxing entities in the county at their November meeting.
The General Millage ordinance was approved. The ordinance sets the 2026 real and personal property tax general millage rate for the City of Hope at 5 Mills to be collected in 2027. The rate in the ordinance is unchanged from 2025. The City is required by State Law to re-establish the rates each year. The Quorum

There was discussion regarding the color scheme for the new fire house. No specific action was taken, and staff will present additional color information at the next meeting.
