HOPE – The Hope City Board at their first August meeting Tuesday night took a step to begin repairing hail damage from an April 25th storm that damaged 58 city structures. A variety of roof types were involved. City Manager JR Wilson said due to the large-scale nature of damages and time sensitive nature for remuneration, Staff is recommending the use of a single company capable of repairing all the roof types in a timely manner. He said Edwards Company Group has the capacity to handle the amount of work on time, work with the insurance payment process, and address all types of roofing materials inclusive of needed custom fabrication. Jason Edwards, owner of the company, addressed the board and answered questions.
Following the presentation and discussion, the City Board approved the ordinance and contract. The ordinance waived the requirement of competitive bidding for certain insurance-funded roof repairs and related restoration work, authorizing the City Manager to contract for such work, and declaring an emergency. There is a 2-year deadline from the date of the storm to complete the repairs. Fraley Roofing will be the service provider.
City Board approved Hope Parks and Recreation to apply for the matching Outdoor Recreation Grant through the Arkansas Department of Parks, Heritage, and Tourism. Application deadline is August 28th. Hope Tourism Commission will match the additional funds needs if the grant were to be awarded. This grant application is for the installation of a new playground system with swings at the soccer field.
City Manager Wilson presented the 2026 Sanitation Bond Update and request to purchase equipment under Sourcewell Contract. The bond issue is officially closed. Superintendent Mark Curtis is working to obtain purchase orders. Curtis is requesting to purchase baling and heavy equipment using the Sourcewell Agreement where possible. The baling equipment is identical to a 30-year-old baler currently in use. The heavy equipment needs include a dump truck, skid steer, and excavator. The Board gave their approval.
An ordinance to waive competitive bidding for forestry services at the Hope Airport was approved. The Board accepted the proposal of Kingwood Forestry Services, Inc. to manage the site preparation, planting, harvesting, and other services for timber on airport property.
The City Manager updated the Board on the Recreation Center, with the Board approving changes involving Lobby Accents. Wilson updated the Board on tree removal to accommodate an additional 48 car parking lot. He reported a cost of $162,000 to running utilities underground, which he thinks may not be financially feasible, and discussed other options. He also updated a Dual Park Use Bathroom Solution and will take the Board input to the contractors for pricing.
A Special Events Use Agreement was adopted by the Board that regulates uses and fees for the city’s park facilities.
