Fulton Town Council

The Fulton Town Council met on Monday (3-2).  The meeting was kicked off with a prayer, which was led by Wanda Kootnz.  A roll call was given and the previous meeting’s minutes were read.  No corrections were made, with John Pettit making a motion to accept the minutes as read and James Lamb 2nd it.

Mayor Henry Hale gave the water/sewer report.  The city spent $6,580.92 and there was $5,846.93 deposited into the account for water/sewer.  There was some heated debate about the report.  James Lamb asked Mayor Hale about an expense, to which Mayor Hale stated it was to fix the roofs of the water well and pump for the city water tower.  When Mayor Hale asked for a motion to accept the report as read. John Pettit saying that he didn’t think anyone would accept it.

The general fund was discussed. Balances were also noted.  The general fund has $12,280.67, the park fund has $1,881.03, and the street fund has
$48,771.82.

There was a question by Wanda Kootnz and James Lamb about one of the expenses which was from Honeycut Printing.  Francis Hendrix said that it was to make the receipt logs valid.  Mrs. Hendrix noted it was required to have the receipts printed with the city logo.  Melissa Oller asked how long the receipt books last.  Mrs. Hendrix didn’t have a definite answer.  She said that the last batch lasted about 10 years.  John Pettit made a passed motion to accept the report.

Chief John Pettit gave the Fire Department report.  $8,015 and $8,017 is what the department have in their Act 833 account and fundraiser funds.  Chief Pettit said that $5,701 was made from a fundraiser, which was held on February 21st.  It the most they have made from a fundraiser.  He also gave the board resolution 03-02-2026.  This would allow the department to use an outside billing agency.  There was a motion to accept the report and accept the resolution made by James Lamb.  Chief Pettit stated that running a fire department was expensive.

There was a budget resolution presented to the board by Mayor Hale.  John Pettit made a motion to accept the resolution.  When Mayor called for the vote, Wanda Kootnz said she did not accept the budget, because she hadn’t read it fully yet.  The motion passed 3 to 1.

The contract with Mike Rogers, who is the city of Fulton’s water manager, was presented by Mayor Hale.  James Lamb didn’t like how the contract was worded, stating Mr. Rodgers’ employee could legally work in case Mr. Rogers wasn’t available.  Mayor Hale and John Pettit said it didn’t need to be specified since the employee works for Mr. Rogers.  The contract was approved by John Pettit and Melissa Oller.

Wanda Kootnz asked Mayor Hale why he got upset during the meetings.  Mayor Hale said that he felt like he was being fought with a lot.

Gertrude Bryce asked about a grant for a pavilion.  Mayor Hale said it didn’t go through.  The meeting then adjourned.
