Hope City Board Considers Northside Park Renaming, Approves Pavilion Improvements, Reviews Veterans Memorial Plans

HOPE, Ark. — Mayor Don Still called the regular meeting of the Hope Board of Directors to order at 7 p.m. Tuesday (4/21) at City Hall. The meeting opened with an invocation, followed by the Pledge of Allegiance. The Board reviewed and approved the minutes from its April 7, 2026, meeting.

A request to rename Northside Park in honor of longtime community leader Dr. Roscoe Smith was formally introduced. Joann Johnson opened the presentation by sharing historical background on Dr. Smith’s contributions to the Northside community, highlighting his decades of involvement with youth recreation. Lorrie Morrison, president and CFO of the Yerger Museum and Yerger Alumni Association, along with other community members, spoke about the park’s legacy under Smith’s leadership, including baseball programs, community dances, and swimming activities that provided positive outlets for young people. Community members noted that a public celebration honoring Dr. Smith’s 90th birthday is planned for Saturday, May 2, 2026, at 2:00 p.m. at Northside Park, though his birthday is May 3. Despite strong and largely positive public support, the Board voted to table the park renaming request until its next meeting. Board members said the delay would allow additional time for public input, including the opportunity for anyone who may have concerns or alternative proposals, citing fairness and transparency as being in the best interest of the community.

The Board reviewed rebid tabulations for the Hope for the Future pickleball and tennis courts project. Following the discussion, the contract was awarded to PickleTile Construction.

Discussion regarding funding for the proposed purchase of property at 501 East Third Street was tabled until the next Board meeting pending further information.

A request associated with a local Boy Scout troop was approved, authorizing the installation of concrete flooring at the pavilion at Huckabee Lake. Although representatives of the troop were not present, the Board approved the improvement in support of community use and youth-related activities.

City Manager J.R. Wilson presented his monthly report, providing updates on city facilities and projects, including splash pad construction, new fencing at the recreation center, and confirmation that asbestos removal at the recreation center has been completed. Wilson also reported that the citywide Cleanup Day held Saturday, April 18, 2026, was considered a success.

The Board discussed long-term planning for a Veterans Memorial, which officials said could move forward next year as the city seeks private donations and outside funding. Directors also received updates on grants and development efforts, including a $340,000 award associated with the HAL HCEDC site development project.

Mayor Still announced the Board’s next meeting will be held at 6 p.m. on a Wednesday evening and will include a public hearing.
